up to $10,000 for one person involved in an accident, up to
$20,000 for more than one person, and $3,000 for property
damage liability.

insurance coverage available. Only drivers over age 19 with
good driving records and low incomes (up to 250 percent of
the poverty level) are eligible. Applicants must have motor
vehicles valued at $12,000 or less. Increasingly, auto car

role of the insurer in verifying compliance with compulsory
